Do I need Linear, Jira or another tracker for The Loop?
No. The queue is plain markdown files in docs/tasks/ inside your own repos, with no tracker account and no API key.
If you later want a hosted tracker, the port-my-loop skill moves the loop to Linear, GitHub Projects or Jira and migrates your existing task files.
