Why does The Loop open at most one PR an hour?
The limit is how many pull requests one person can actually read and judge in a day, so the cadence is set by review capacity, not by how fast the agents can run.
Running the loop as fast as possible is the obvious move and the wrong one. A queue of pull requests nobody reads is just diffs with green checkmarks.
Each run also does exactly one task, even when you trigger it by hand. If you want three pull requests, invoke it three times.
