Why is my Loop queue empty?
An empty queue usually means you are out of thought-through tasks, not that something broke. Write the next task as a markdown file in docs/tasks/.
A queue that is never empty is usually one nobody reviews against. A bare .md file with no frontmatter is treated as inbox, and context-loop's job is to raise an incomplete task to the gate.
An idle loop costs nothing. A loop running on tasks that were not ready costs you a review cycle on a pull request you throw away.
